SAIC’s National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, SecDevOps, cloud network operations, and secure communications. 

We are seeking a Senior Program Manager (SPM) to manage a flagship program (200+ FTE) in the Counter Intelligence Community. The program delivers full IT development lifecycle, operations and management (O&M), and security and authority to operate for mission-aligned applications, services, and data operations – all supporting the core agency mission of the deterrence of terror.  The SPM adheres to all contracts including tracking deliverables, hours, costs, payment, staffing, subcontractor, and any other program management requirements levied by the sponsor, including acquisition and employment of project resources and control financial and administrative aspects of the project.  Technical oversight includes, working with the program’s Chief Architect for full IT Service Management – from planning to transition to operations. The SPM is responsible for improving staff performance via skills alignment and team efficiencies (people), application and improvement of appropriate methods for a variety of tasks (process), and integration of innovations in modern cloud-based architectures, analytics, automation, and data management (technology). This position provides the opportunity to lead a team that matures the operational excellence of an agency vital to the safety of our citizens.

The successful SPM has advanced technical knowledge and excellent management and people skills; understands how to ensure compliance with quality standards; and knows when to escalate challenges to SAIC leadership. In this position you will support business development and program staff management.

Responsibilities include:

  • Direct efforts of cross-competency teams, to include contractors at multiple locations, and shall serve as the primary interface and POC with Government program authorities and representatives on technical and project issues.
  • Regularly briefing leadership on program status and milestones.
  • Oversee contractor personnel project operations by developing procedures, planning and directing execution of the contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative support effort, and monitoring and reporting progress.
  • Manage acquisition and employment of project resources and control financial and administrative aspects of the project.  

Qualifications

  • Active TS/SCI with CI Polygraph clearance
  • Bachelor's Degree in Engineering, Computer Science, or other related technical field. 
    • A Bachelor's Degree in Business/Management  can be substituted with an additional10 years of experience managing complex technical Programs. 
  • Minimum of six years of experience managing complex projects of a similar scope
  • One of the following active certifications: PMP, PgMP, DAQIA level III, or FAC/PM Level 3
