Position Summary:

Under the direction of the Associate Director of Budget & Finance, incumbent functions as the resident database expert for the Decision Support System and ensures optimal system performance. Determines user requirements and organizes and stores data accordingly. Identifies and resolves all database issues to include data integrity and monitors the accuracy and reliability of system output that is used for organizational analysis and management decision making. Regularly assesses need for additional system functionality, analyzes system capabilities and recommends enhancements as appropriate. Works closely with other DSS consultants/data analysts to ensure the maintenance, data quality and integrity of the system. Is a skilled technical resource in a variety of tasks including user needs assessment. data collection and analysis. system configuration. user training. project coordination. and ongoing system maintenance. Other systems integral to the Decision Support System include registration, billing and clinical information systems.

 

Salary Range:

 

Rate Minimum $81,700.00 Maximum $147,100.00

 

Responsibilities:

Accurately maintains the DSS updates to the most recent release

Accurately prepares monthly processing schedule for the load and audit of DSS system

Analyzes user requirements regarding system, problems and enhancements

Aptly monitors, maintains and optimizes system performance

Designs, develops, maintains and enhances interfaces from feeder systems, enlisting assistance from IS as necessary

Determines the necessary technical preparation required for testing of software enhancements

Develops post implementation review documentation of installed systems and enhancements

Develops user request documents and procedures to channel and prioritize need for IS services

Develops, implements and maintains the safety and security procedures for DSS and DS databases as it relates to the integrity of the data, the system and those processes and reports downstream from the DSS system

Effectively trains users as required

Establishes and maintains contacts with other UC Medical Centers, government and industry decision support authorities to ensure the Medical Center continues to be on the leading edge of the nation's decision support technology

Establishes the need for further technical or consultative support where appropriate. May be in the form of other information systems technical staff and/or vendor participation

Evaluates requests for services in relationship to organization and department goals and provides estimations of work effort

Identifies and organizes necessary tasks required for implementation of information system projects, enhancements and maintenance

Interacts closely with all level of IS staff to address and resolve operational or administrative issues to improve/change/processes to enhance financial operations functions

Manages the production of all necessary audits to ensure DSS databases tie to the in-house transactions and financial reporting system

Modifies and enhances installed systems based on continuing needs and changing goals

Participates in the design and decision making relative to DSS feeder system changes and enhancements

Plans and provides oversight for system processing, integrity and controls

Prepares system and programming documentation for users and other IS staff in accordance with internal and external standards

Responsible for the maintenance, data quality and integrity of the DSS Database

Serves as a project leader, responsible for assisting with developing and maintaining project plans

 

Required Qualifications:

Knowledge of healthcare system interface standards

College degree in a related field and/or relevant work experience appropriate to the position duties

Knowledge of system architecture and file structures for development, maintenance and enhancement tasks for system maintained

Demonstrated knowledge of the EPSi system and familiarity with each of the implemented modules ; and or other similar systems

Ability to function as both a project coordinator and project member

Experience within a healthcare professional or administrative department and/or knowledge of healthcare clinical practices

General knowledge of hospital payroll, general ledger, registration, patient accounting and clinical information systems and related processes

Must be willing and available to support the Decision Support Services unit during off hours/weekends as necessary during scheduled and unscheduled downtime situations, new module implementation or disaster recovery

Demonstrated team and interpersonal skills

Knowledge of SQL/Access databases, table structures and ability to write basic queries in either

Ability to apply logical troubleshooting and analysis techniques for the purpose of problem resolution

Ability to communicate effectively both orally and in writing

 

Preferred Qualifications:

Knowledge of University policies, procedures and forms

Knowledge of Siemens Invision or EPIC patient accounting and general ledger system; and other similar systems
