Position Summary: 

Incumbent serves as the Program Manager for the Applications Team, responsible for project intake, analysis, planning, consulting, implementation and stabilization until hand-off to operational support.  Functions as the key senior point of contact for the UCI project teams associated with software implementation.

 

Salary Range: 

 

Rate    Minimum  $95,900.00    Maximum  $173,000.00

IS:  Complies with all IS policies, procedures and standards, including program and project management tools/methodologies, Network/Systems/Workstation Security, HIPAA Privacy and Security Regulations associated with Electronic Protected Health Information (ePHI).  Maintains technical knowledge of system standards related to the project and the IS protocols.  Maintains knowledge of the healthcare information systems industry, emerging technologies, and relevant laws and regulations to insure appropriate decision making throughout the implementation process.

IS:  Administers policies and procedures as needed to ensure consistency with Medical Center practice.  Maintains continuously high levels of user contact, attends relevant meetings, and actively participates in organizational activities and functions as key contact and leader for IS to ensure communication, collaboration and teamwork.  Assesses staff competency in identifying and managing operational needs.  Maintain documentation on assignments, competency, and performance proficiency.  Provides effective training to staff as needed.  Assists in the evaluation of staff performance within the project. Functions as a role model.

IS:  Serves as single point of contact for application programs and projects and takes projects from original concept through final implementation.  Manages all phases of multiple large and small programs and projects to ensure achievement of objectives, timetables, budget and overall success. Oversees daily review and spot-check of work, verifying accuracy and completeness.  Oversees procedures for accurate and timely delivery of services.  Undertakes ad-hoc assignments as required to react quickly and positively to new or emergent situations.   Provides consultation to areas outside the department where work unit procedures are performed.  Provides direction for personnel, prioritizing and facilitating workflow to ensure efficient delivery of services.  Ensures satisfaction of customer in all phases of project management, implementation, and operations.

IS:  Effectively manages programs and projects as assigned.  Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables.  Defines scope and objectives to prioritize and meet customer requirements including project planning and estimation, project budgeting, resource allocation, project control techniques and status reporting.  Responsible for entire project lifecycle, including initiation, analysis, specification, development, build, testing and implementation/go-live, turnover to support.

IS:  Leads and assists in development of policies and procedures as it relates to the assigned program and project. Supports training development and scheduling related to system maintenance, super user and end user training.  Obtains/runs analytical reports as necessary to support implementation committees. Provides reporting to project oversight groups on such topics as schedule, scope, status, risk management, issue management, milestones, and timelines and to make recommendations for resolution of project issues.

IS:  Independently identifies and resolves complex problems and issues that arise in and outside of the program or project.  Ensures that the project implementation includes the review of processes within the department to ensure the optimal workflow.  Provides technical and analytical guidance to project team including completing additional tasks to ensure timely project completion.  Serves as system support as necessary.

Required Qualifications:

Strong analytical skills and proactive and creative problem solving skills

Project experience overseeing a matrix group of 40+ staff, (6 to 8  direct reports), on a multi-million dollar project(s)

Ability to translate complex information to a novice level and to understand the needs of the university and translate that into solutions

Experience managing large, complex clinical software implementation, which includes EMR

Strong leadership skills including the ability to motivate others

Must demonstrate good presentation skills

BS degree in Computer Science, Information Systems, Healthcare Informatics, Engineering, Industrial Engineering, Business and/or equivalent work experience

Detail oriented, a quick study and self motivated

Ability to multitask within a dynamic and fluid work environment

Ability to maintain a work pace appropriate to the workload

Ability to understand, create and update detailed project plans and to understand and create process flows

Must possess the skill, knowledge and ability essential to the successful performance of assigned duties

Ability to define problems, collect data, establish facts and to analyze and interpret data in order to draw valid conclusions for complex business issues

Must demonstrate customer service skills appropriate to the job

Must be able to demonstrate Microsoft Project competency

Ability to establish and maintain effective working relationships across the HealthSystem

Minimum 3 years of project management experience in a Healthcare Information Systems environment

Demonstrated experience with managing projects within formal SDLC processes

Ability to work within team structures and across functional teams

Excellent written and verbal communication skills in English

Ability to effectively manage multiple projects of varying complexity independently

 

Preferred Qualifications:

Knowledge of medical and academic industry structures

PMI or PMP Certification or current progress toward PMI or PMP Certification Strongly Preferred

Knowledge of University and medical center organizations, policies, procedures and forms
